Candidate Complete Button

It would be useful to be able to complete a candidate and turn their marker into a green tick with a complete button, even if all their references aren’t complete.

It would be helpful for other team members to see who we are still waiting on, for onboarding. Plus sometimes candidates drop out of the onboarding process and even though we aren’t collecting references from them anymore, it appears we are on the sidebar.
